Wither Grama Swarajyam ?

- Gantaravam Sheds light on facts

Gantaravam has brought to light that there are Panchayats in so called developed Guntur Dist that do not even have Rs.500/- for supply of water. A gram sarpanch in Palnadu expressed inability of Panchayat to bear cost of supply of water which is just Rs. 500/-. Water source is from this village and supplied to two other villages. Those two are paying for a person for release of water while this village goes without water. The statement of chief Minister, Sri Y.S. Rajasekhar Reddy about allotment of Rs. 150 crores to Panchayats really is surprising while the reality is different.

Gantaravam Padayatra has covered hunderds of villages in 18 Mandals. Drinking water schemes in nearly 25 gram Panchayats gets watered down with nominal allotment of funds.

Drinking water problem is noticed in most of the villages in all the Mandals. Baring a few, nearly all areas in all Mandals have flouride problem due to failure of Panchayats in providing protected drinking water. Officials who have concluded that water in Ramakrishnapuram and Kantepudi villages of Sattenapalli Mandal contain over 10% flouride stated that their responsibility is finished by declaring the findings. RWS officials too do not own responsibility, by declaring that supply of water is work of Grampanchayats only. This attitude of RWS Officials have rendered many Drinking water schemes useless. Muppala Water Scheme is a good example. Villagers are hence depending on locally available flouride water.

Reason ?

Many Panchayats are failing to collect even minimum taxes, due to contineous draught conditions. Nearly 73% Panchayats in the Dist are unable to pay even electricity dues. So, Panchayats are not in a position to spend even for basic amenities.

Struggles inevitable if development is ignored
-Joolakanti in Gantaravam Padayatra Meeting
If development is ignored as done by previous government, severe peoples struggles become inevitable said Joolakanti Ranga Reddy, MLA, Miryalaguda. He spoke in the public meeting held at Macherla Ambedkar Centre on Monday evening held as part of Guntur Gantaravam Padayatra. Previous Governments in centre and state had to step down due to similar attitude of ignoring the improvement in peoples lives. Even the implementation of common Minimum Programme is being ignored he opened. Responding to issue of notices to B.V. Raghavulu, state secretary, CPM, he questioned what notices are to one who could dare gun bullats. There are still many backward areas in Guntur district and its problems would be brought up in Assembly he assured.
Ms. Rama Devi, District Secretary, CPM expressed anguish over the sitration of Palnadu areas near Nagarjunasagar for which water is not suppolied even to a single crop, which is leading to suicides of farmers who are dependent on bores. She mentioned about the withering chilli crop in Kothapalli due to erratic power supply. Electrical EE when asked for explanation informed that power supply is stopped due to repairs and that problem will be solved within 24 hours. If the same doesn't happen, Electrical Office would be coverged upon, she said water can defritely be suppolied for one crop if 'Anuvu Life' is completed by just 12 croves, but is pending due to apathy of the rulers, she opined. Tomata farmers in Palnadu are not able to get even the cost spent on the crop. Negligence of rulers is quite evident from the scarcity of drinking water in Nacherla Town, which actually has a reservoir to store water sufficient enough for two to three years and through Nagarjunasagar Right Canal flows from beside it she added.
K.B. Prasad, CPM Palnadu Division Leader speaking in the meeting said that development doesn't mean high rise buildings, widening of roads and flyovers but, food, clothing and shelter to the common man. Due to backwardness of this area, he appealed for a special package. This area would benefit only if lift irrigation projects are completed he opined and exhorted people to get ready for struggles in this direction. He asked them to move together with the movement, as CPM Padayatra has come to them for taking up their problems.
Udaya Lakshmi, counciller and others also participated in this public meeting.
